Regeneron Pharmaceuticals' state-of-the-art bulk biologics drug-substance manufacturing facility at 56 Duplainville Road in Saratoga Springs, Saratoga County, New York, redeveloping a former roughly one-million-square-foot Quad Graphics printing plant on a 62-acre site. Regeneron acquired the property earlier in 2025; New York Governor Kathy Hochul and Empire State Development publicly announced the committed $2 billion manufacturing investment and at least 1,000 permanent full-time jobs on November 13, 2025, and Regeneron's January 30, 2026 earnings release later reaffirmed the project (treated as a company confirmation, not the original announcement). The plant will produce bulk drug substance for Regeneron's commercial biologic medicines with a focus on oncology and infectious diseases and is intended to nearly double Regeneron's in-state large-scale manufacturing capacity. Regeneron owns and is redeveloping the site directly. In June 2026 the Saratoga County Planning Board approved phase one (site upgrades, a water tower and bulk chemical/gas storage), and by July 2026 the facility was under construction and had been selected for the U.S. FDA PreCheck Pilot Program for early technical guidance and expedited federal inspection. Overall site redevelopment is currently estimated at three to five years, with no firm production date announced. Excluded from these figures: the approximately 500 short-term design/construction jobs, up to $35 million in New York Excelsior Jobs Program tax credits, the earlier property-acquisition stage (not double counted with this $2 billion manufacturing investment), and Regeneron's broader 'more than $7 billion' U.S. investment rollup. Regeneron's separate ten-year, more-than-$3 billion manufacturing-supply agreement of April 22, 2025 for capacity inside FUJIFILM's Holly Springs facility is a customer purchase commitment, not Regeneron facility capital, and is excluded here — it is disclosed under the FUJIFILM Holly Springs records. Also excluded: the Tarrytown/Eastview campus expansion (research, preclinical manufacturing and support space bundled into the cumulative $3.6 billion New York rollup and not separable into a qualifying commercial-manufacturing component); Regeneron's separately itemized East Greenbush fill-finish drug-product facility is tracked as its own AFT record.
