Rodeo Renewable Energy Complex

Phillips 66 converted its former San Francisco Refinery in Rodeo, California, into the Rodeo Renewable Energy Complex, one of the world’s largest renewable-fuels facilities. The $1.25 billion conversion enables production of approximately 50,000 barrels per day, or 800 million gallons annually, of renewable diesel and sustainable aviation fuel from lower-carbon feedstocks. The facility reached full production rates in June 2024.

The project transformed an existing petroleum refinery into a major domestic renewable-fuels manufacturing complex. Its commercial-scale output supplies lower-carbon transportation fuels while retaining valuable refinery infrastructure, industrial capacity, and access to West Coast fuel markets.
