Research Triangle Park Parenteral and Device Manufacturing Facility

Lilly's original Research Triangle Park facility in Durham produces parenteral (injectable) products and assembles delivery devices for its diabetes and incretin portfolio. The January 21, 2020 announcement set an investment target of approximately $474 million and 462 new permanent jobs, supported by a 12-year state Job Development Investment Grant; AFT records the conservative $470 million and the announced 462 jobs. Production was targeted for 2023, and a March 2023 FDA establishment inspection covering the site's sterile-filled parenteral and injectable-device operations closed with No Action Indicated, supporting Operational status recorded at year precision only. The separately announced January 2023 $450 million RTP expansion is tracked as its own record. Lilly's company-stated $1.7 billion cumulative RTP site figure is deliberately NOT used: only $920 million of it ($470M original plus $450M expansion) is itemized in official project announcements, and the remaining approximately $780 million carries no separately announced scope, capital breakdown or job commitment, so AFT treats it as a revised site total rather than additional qualifying investment. Lilly's broader $4 billion North Carolina rollup — which also covers the separately tracked Concord facility — is excluded to prevent double counting, as are the state and county incentive packages.

Why this project qualifies

With $470 million in facility-specific investment and 462 permanent operating jobs announced, this project clears both of AFT's qualifying thresholds ($100 million in facility-specific investment OR 100 permanent operating jobs). This project also meets AFT's primary-source verification and physical U.S. manufacturing-footprint requirements.

Why it matters

The pharmaceuticals context.

Pharmaceutical manufacturers are committing billions to new U.S. production capacity for active ingredients, injectable medicines, biologics and other high-demand treatments. North Carolina and Indiana remain major centers of investment, while new facilities are being planned across the South. The current project pipeline includes both large greenfield campuses and major expansions of established production sites.
