New Albany Pharmaceutical Manufacturing Campus

Bayer plans to invest $2.2 billion in a new pharmaceutical manufacturing campus in the New Albany International Business Park, with around 600 permanent jobs expected. The modular site will combine drug substance and drug product manufacturing, initially supporting medicines in oncology, cardiovascular and renal care. The first module is expected to be operational in 2031, with a second module planned for 2034. AFT excludes roughly 1,500 construction jobs and Bayer's broader historical U.S. spending.

Why this project qualifies

With $2.2 billion in facility-specific investment and 600 permanent operating jobs announced, this project clears both of AFT's qualifying thresholds ($100 million in facility-specific investment OR 100 permanent operating jobs). This project also meets AFT's primary-source verification and physical U.S. manufacturing-footprint requirements.

Why it matters

The pharmaceuticals context.

Pharmaceutical manufacturers are committing billions to new U.S. production capacity for active ingredients, injectable medicines, biologics and other high-demand treatments. North Carolina and Indiana remain major centers of investment, while new facilities are being planned across the South. The current project pipeline includes both large greenfield campuses and major expansions of established production sites.
