Anduril Plans $3.7 Billion Submarine Shipyard at Sparrows Point

Steel and ships once defined Sparrows Point. Now Anduril Industries plans to bring a new chapter of naval manufacturing to the Maryland waterfront.

Its proposed Arsenal-2 shipyard would make major components and assembled sections for Virginia-class attack submarines, then send them to Electric Boat and Newport News Shipbuilding for final assembly. The goal is straightforward: add manufacturing capacity so more submarine work can happen at the same time.

Building the pieces

Anduril plans a facility spanning more than 2 million square feet at Tradepoint Atlantic. Its production software would connect fabrication, assembly, inspections, and documentation, supporting the skilled trades involved in submarine manufacturing.

The investment and jobs

Maryland’s October 6 announcement identifies $3.7 billion in private capital investment and more than 3,100 new permanent jobs. AFT records these facility figures separately from the Navy production contract and broader indirect employment estimates.

The project would return shipbuilding to a peninsula with deep ties to American steelmaking and naval production.

What comes next

Anduril says permitting and site preparation will begin immediately, with construction following the necessary approvals. Initial operations are targeted for 2030, followed by a gradual production ramp-up.

AFT classifies Arsenal-2 as Announced. The investment, jobs, and opening target describe planned development and remain subject to future updates.

Why this project qualifies

With $3.7 billion in facility-specific investment and 3,100 permanent operating jobs announced, this project clears both of AFT's qualifying thresholds ($100 million in facility-specific investment OR 100 permanent operating jobs). This project also meets AFT's primary-source verification and physical U.S. manufacturing-footprint requirements.

Why it matters

The shipbuilding context.

US naval shipbuilding is in its largest expansion since the early Cold War, driven by Columbia-class and Virginia-class submarine programs, Constellation-class frigates, and AUKUS commitments. The binding constraints are yard capacity, supplier depth, and welder training pipelines — not Congressional appropriations.
